Law No. 65/2026 creates electronic commercial receipts for future and stored agricultural products. The receipts evidence obligations, may secure financing, may be traded and are recorded in a new electronic register; non-performance can lead to collateral enforcement under the secured-charges regime.
The Council of Ministers must adopt the specified implementing acts within six months. Electronic services begin after the agriculture ministry establishes the register, which must occur within one year after the law enters into force.
Agricultural producers and cooperatives, warehouse and storage operators, agricultural traders and processors, and banks and other lenders financing the sector.
Also relevant to agricultural cooperation companies under Law No. 38/2012, which benefit from the reduced 5% corporate income tax rate until 31 December 2029, and to certified agritourism operators.
Published in Fletorja Zyrtare No. 165 on 30 July 2026 and entered into force 15 days after publication, on 14 August 2026.
