Addition to Albania's Tourist Ports Law

WHAT CHANGED

Law No. 36/2026 adds a targeted exception to Article 6 of Law No. 9710/2007. Where the Strategic Investment Committee (KIS) has granted assisted or special-procedure strategic investment status and the tourist port forms an integral part of that approved investment, the port may be built and operated by the entity holding that status.

The Council of Ministers must set the procedures, rules and documents for the construction and operation contract within six months after the law enters into force.

WHO IS AFFECTED

Holders of strategic-investment status, developers and operators of tourist ports, and parties preparing construction and operating contracts for those projects.

Published in Fletorja Zyrtare No. 98 on 12 May 2026 and entered into force 15 days after publication, on 27 May 2026.
